Version 1.x Constitutional Platform
The Version 1.x Constitutional Platform is the governing normative standard. It comprises three complementary constitutional volumes: Constitutional Architecture, Provable Trust Architecture, and Proof Assurance Architecture.
MIPECE operates as a governed constitutional program under those requirements. Enterprise Baseline EB-1.0 documents one bounded reference realization within MIPECE’s assigned constitutional jurisdiction.

Constitutional Relationship
The Constitutional Platform defines the governing requirements. MIPECE realizes those requirements within its assigned jurisdiction. Enterprise Baseline EB-1.0 records the bounded realization, its produced constitutional objects, evidence, and publication identity.

Platform Type and MIPECE Instance Separation
The Version 1.x Constitutional Platform governs constitutional type identity, normative meaning, and general requirements. MIPECE governs only its assigned realization, constitutional object instances, execution histories, evidence, and locally authorized conclusions.
Platform Object Type ≠ MIPECE Object Instance
A MIPECE instance realizes an applicable Platform type within a declared release, jurisdiction, authority, temporal boundary, and evidence boundary. The instance neither redefines the Platform type nor enlarges the authority assigned to MIPECE.

Integrity Records
Integrity records identify the exact files incorporated into the declared edition. A different byte sequence produces a different cryptographic digest.

Evidence Scope
The evidence appendix may document selected MIPECE operational controls, including deployment versioning, authorization behavior, identity and access configuration, immutable custody, encryption, recovery, monitoring, and audit configuration.
Public evidence materials provide a bounded or redacted representation of demonstrated controls. Complete governed evidence remains preserved within the designated systems of record.

Publication Locality
This publication documents only the realization mechanisms, produced constitutional objects, evidence, locally authorized acts, determinations, declarations, and conclusions assigned to MIPECE.

References to Platform requirements preserve their normative identity and authority. MIPECE publications neither redefine those requirements nor acquire authority assigned to external verifiers, repository stewards, receiving jurisdictions, formal disciplines, or reliance authorities.
Edition Closure
Edition EB-1.0 shall transition to Effective · Frozen · Canonical only after final publication artifacts, manifests, integrity records, designation-to-digest registration, preservation records, and the governed release act are complete.
Until those conditions are satisfied, the governing status remains:
